For USA ground shipping no but for air shipments yes it is.

Q: What is compass fluid used for?

A wet compass requires fluid to operate, so it is used to top off a low compass, or used to fill a compass when the gaskets are replaced.

Q: What is the shelf life of the compass fluid?

1 year shelf life.

Q: Can I use this fluid to fill a Ritchie marine compass?

This is standard compass fluid. We do not have any data showing it's use on marine compasses, but it should work.
