If you have a high wing Cessna the little holes on the top of your flaps will probably be the least of your concerns. I am not sure what the exact purpose of the holes and the flap buttons are. They may provide a buffer between the flap and the wing. If the holes are uncovered they allow everything from bugs to dirt and rain to enter the flap. The holes need to be plugged. It takes about 30 of the little things to seal all the holes on both flaps and the inner part of the wing. They also help the appearance of the wing.
